Searching “VND to RUB today” often lands on a central-bank or news table. For hotels, food, and transport you need a different number: the operational exchange rate you can actually settle at.

Central-bank rate is a reference

It helps you sense the order of magnitude. It does not guarantee that a booth, bank, or online service will match it. Spreads cover ops cost, liquidity, and risk.
